    Companions in Guilt Arguments and Moore's Paradox

    In a series of articles Christopher Cowie has provided what he calls a ā€˜Master Argumentā€™ against the Companions in Guilt defence of moral objectivity. In what follows I defend the CG strategy against Cowie. I show, firstly, that epistemic judgements are relevantly similar to moral judgements, and secondly, that it is not possible coherently to deny the existence of irreducible and categorically normative epistemic reasons. My argument for the second of these claims exploits an analogy between the thesis that epistemic norms are non-categorical and G.E. Mooreā€™s paradox concerning first personal belief ascriptions. I argue that the absurdity of the assertion ā€œI have evidence that p but no reason to believe itā€ shows that the norms of belief are categorical. I then consider the counter-argument that this categoricity is a ā€˜conceptualā€™ rather than an ā€˜objectiveā€™ requirement. By drawing on the work of Hilary Putnam and Charles Travis, I show that this counter-argument is unsuccessful. Putnam is one of the original proponents of the Companions in Guilt strategy. Thus, by supporting the CG argument through appeal to other Putnamian theses, I show that its insights can only fully be appreciated in the context of broader metaphysical and semantic lessons

    Looking for safe harbor in a crowded sea: Coastal space use conflict and marine renewable energy development

    Technological advances in the marine renewable energy industry and increased clarity about the leasing and licensing process are fostering development proposals in both state and federal waters. The ocean is becoming more industrialized and competition among all marine space users is developing (Buck et al. 2004). More spatial competition can lead to conflict between ocean users themselves, and to tensions that spill over to include other stakeholders and the general public (McGrath 2004). Such conflict can wind up in litigation, which is costly and takes agency time and financial resources away from other priorities. As proposals for marine renewable energy developments are evaluated, too often decision-makers lack the tools and information to properly account for the cumulative effects and the tradeoffs associated with alternative human uses of the ocean. This paper highlights the nature of marine space conflicts associated with marine renewable energy literature highlights key issues for the growth of the marine renewable energy sector in the United States.     Organic chemical signatures of New Zealand carbonate concretions and calcite fracture fills as potential fluid migration indicators

    Macroscopic calcite crystals are common in sedimentaĀ¬ry strata, occurring both as tectonic veins and also filling one or more generations of septarian rupture or later brittle fractures in calcareous concretions. Traces of hydrocarbons are frequently present in calcite crystals, especially near active petroleum systems, and are routinely the object of fluid inclusion studies linking source and migration pathway. Such calcites are shown here also to contain fatty acids in widely varying amounts ranging from 0.2 to more than 5 Ī¼g/g. Vein calcites examined are typically near the lower figure, close to analytical blank levels, and this is also true of some concretionary fracture fill calcites, notably those from the Palaeocene Moeraki ā€˜bouldersā€™. Other concretionary fracture fill calcites (Jurassic, Scotland; Eocene, Waikato Coal Measures and associated marine strata) have much higher fatty acid contents, especially those filling later brittle style fractures. Although usually less abundant than the fatty acids in the concretions themselves, they lack the long chain n-acids derived from terrestrial vegetation and are commonly dominated by dioic acids. Exceptionally, in the calcitic septarian fill of a sideritic Coal Measures concretion, their abundance far exceeds that of concretion body fatty acids. They appear to be fluid transported, probably in aqueous solution, and have molecular signatures potentially distinctive of maturing organic matter sources from which the fluids derived

    Lower bounds on the non-Clifford resources for quantum computations

    We establish lower-bounds on the number of resource states, also known as magic states, needed to perform various quantum computing tasks, treating stabilizer operations as free. Our bounds apply to adaptive computations using measurements and an arbitrary number of stabilizer ancillas. We consider (1) resource state conversion, (2) single-qubit unitary synthesis, and (3) computational tasks. To prove our resource conversion bounds we introduce two new monotones, the stabilizer nullity and the dyadic monotone, and make use of the already-known stabilizer extent. We consider conversions that borrow resource states, known as catalyst states, and return them at the end of the algorithm. We show that catalysis is necessary for many conversions and introduce new catalytic conversions, some of which are close to optimal. By finding a canonical form for post-selected stabilizer computations, we show that approximating a single-qubit unitary to within diamond-norm precision Īµ\varepsilon requires at least 1/7ā‹…logā”2(1/Īµ)āˆ’4/31/7\cdot\log_2(1/\varepsilon) - 4/3 TT-states on average. This is the first lower bound that applies to synthesis protocols using fall-back, mixing techniques, and where the number of ancillas used can depend on Īµ\varepsilon. Up to multiplicative factors, we optimally lower bound the number of TT or CCZCCZ states needed to implement the ubiquitous modular adder and multiply-controlled-ZZ operations. When the probability of Pauli measurement outcomes is 1/2, some of our bounds become tight to within a small additive constant.Comment: 62 page

    Government as a social machine - the implications of government as a social machine for making and implementing market-based policy

    This is the second of two reports from the Government as a Social Machine project. The first report gave an overview of the evolution of electronic/digital government, and explored the concept of 21st century government as a \u27social machine\u27. This report identifies seven social machines developed by governments in Australia and New Zealand. These social machines harness digital technologies in order to deliver more effective and efficient services, develop better business practices, and enable better accountability and transparency. The report gives an overview of each social machine in context, describing the social need that is being met and the community that has developed it, and begins to unravel some of the socio-political consequences that might arise from the use of these social machines within the public policy context. These reports are not intended to be comprehensive (further educational materials are being developed as part of the ANZSOG Case Library), but they are intended to begin a conversation amongst those studying or practicing in public policy as to how governments can better understand, manage and employ these evolving social machines for better governance and social benefit

    Optimal land cover mapping and change analysis in northeastern oregon using landsat imagery.

    Abstract The necessity for the development of repeatable, efficient, and accurate monitoring of land cover change is paramount to successful management of our planetā€™s natural resources. This study evaluated a number of remote sensing methods for classifying land cover and land cover change throughout a two-county area in northeastern Oregon (1986 to 2011). In the past three decades, this region has seen significant changes in forest management that have affected land use and land cover. This study employed an accuracy assessment-based empirical approach to test the optimality of a number of advanced digital image processing techniques that have recently emerged in the field of remote sensing. The accuracies are assessed using traditional error matrices, calculated using reference data obtained in the field. We found that, for single-time land cover classification, Bayes pixel-based classification using samples created with scale and shape segmentation parameters of 8 and 0.3, respectively, resulted in the highest overall accuracy. For land cover change detection, using Landsat-5 TM band 7 with a change threshold of 1.75 standard deviations resulted in the highest accuracy for forest harvesting and regeneration mapping

    Development of the Motivational Interviewing Supervision and Training Scale

    The movement to use empirically supported treatments has increased the need for researchers and supervisors to evaluate therapistsā€™ adherence to and the quality with which they implement those interventions. Few empirically supported approaches exist for providing these types of evaluations. This is also true for motivational interviewing, an empirically supported intervention important in the addictions field. This study describes the development and psychometric evaluation of the Motivational Interviewing Supervision and Training Scale (MISTS), a measure intended for use in training and supervising therapists implementing motivational interviewing. Satisfactory interrater reliability was found (generalizability coefficient p2 = .79), and evidence was found supporting the convergent and discriminant validity of the MISTS. Recommendations for refinement of the measure and future research are discussed
